Maybe I'm interpreting the lyrics wrong but the song seems to be about no matter what someone does someone else behind the scenes will go and change it.
I guess one could say this song is about shadow governments and such. Or maybe lack of respect for people's individual freedoms?

You could read all sorts of things into this song, but I just love the visceral, menacing quality from the hushed, whispering beginning to its manic, growling finish. Classic XTC, I’ve loved them since I first heard them in 1979.
