I think this song is about being in love with an abusive partner and accepting it because you love the person/abuser.
The excuse that is used is that the abuser has had a hard life, perhaps came from an abusive home or was abused as a child, so it is not their fault, to make it better for them they can pass the abuse on to another.
Much of the rest of the song is about justifying it
This song is about relationships suffering from Stockholm Syndrome. Where she feels so badly for this person who clearly has had a very unfortunate, difficult, or abusive upbringing and a hard road they traveled. So badly she sinks to their level, trying to get inside their head and understand them in order to attempt to rehabilitate them and earn their trust. The chorus points to this, as she drudges up her past memories to identify with the partner, only to turn it into some sort of competition. Everyone knows someone like that, who is constantly depressed or looking someone to bring down to their level and guilt trip. Then one day you finally get sick of their antics and scream at them that they're not the only ones who have endured hardships. She alternates between wanting to help this person and make them personal project of sorts, a 'fixer-upper', and growing exhausted of all the emotional investment her efforts bring.
