I'm not sure if Stevie Wonder was born to a mother addicted to crack, but this song seems to come from a new born child's perspective:

I think maybe Stevie just reflected on the hardships he had to face being blind. I think he may have been on the brink of death when he was born, almost to heaven, and they revived him. In this song, he's talking to his mother. (IMO)
Considering that this song is from "Hotter Than July", I think this song is about the same lady in "Lately" (IMO)
