I'm not sure if Stevie Wonder was born to a mother addicted to crack, but this song seems to come from a new born child's perspective:

I think maybe Stevie just reflected on the hardships he had to face being blind. I think he may have been on the brink of death when he was born, almost to heaven, and they revived him. In this song, he's talking to his mother. (IMO)
