I only know about this because there's a Fall song that also references him, but there was a Chief Constable of Greater Manchester who claimed to talk directly to god, and I'm reasonably sure he's who this song is about. See this: http://en.wikipedia.org/wiki/James_Anderton

The song is about James Anderton, head of the Greater Manchester Police Services at the time. He led a campaign to close the Hacienda nightclub, and was the object of much derision for this.

Nope. You are all jus slightly wrong. Jus read Shaun Ryder's biography. He states in it that everybody thinks the song lyrics are about that chief constable in Manchester. And he admits they are abit ! . Tho he , Shaun maintains that it's about how he was always speaking to God when he got in his worst scariest scrapes back then. He's actually Catholic/Irish background. An Let's face it, Shaun Ryder was involved in some scary stuff at times. Back then high on heroin and ecstasy. The period of time he lived in Amsterdam in early Happy Monday's period was part of his, say, criminal period. It's an eye opener.
