Ian Brown said it but its worth repeating, "never seeking new life, only planning war". Listen to Bill Hicks (Totally DVD). Instead of speanding fortunes on weapons etc, we should look eleviate the problems which create hostility between what ever groups people affiliate themselves with (usually countries). Understand and educate.

This sounds like the pre-NASA Orion program, wherein the US govt sought to build large nuclear spacecraft to explore but more importantly to be able to bomb Russia from orbit.
