This is just my interpretation, But I first thought it was an sexual encounter with a stranger or a one night stand. Or a combination of meeting someone and they are enjoying a joint together. I love his voice in this song and the background music. He sounds so enviting.

This is a song he wrote about his arrest and the policeman who arrested hm. Very tongue-in-cheek.
Everyone's got good guesses, but really this song was written about a secret love that he met before the faith album. He only got to meet her once. Yes it was a girl/woman, and whoever she is, he kept it very quiet. I believe only Elton knew about her. He never got to touch her from what I understand. It's really sad too
