This is a song about seeing a number written somewhere and calling it, thinking you'll get a good time with someone, only to find that the number has been disconnected. It's a metaphor for trying to find something good in life and not being able to find it.

The best part of this song is that people in Athens apparently write dirty graffiti, but write it very politely—"if you'd like a very nice time".

I think she's looking at the number in the mirror and reading it backwards. Because phone numbers are 3 digits first, followed by a dash and the last 4. That's why she doesn't get an answer.
