i never heard this (probably because, as far as i know, it's one of al's really early works) but it sounds lolarious. i love billy joel.

He's making fun of the hypocrisy of Billy Joel writing a New Wave song that consists mostly of potshots at a mean-spirited caricature of New Wave fans. Tit for tat, really.
Actually it does seem harsh to me. This type of parody is not really Weird Al's style. He usually does not trash the artist he is doing the parody of...In fact most of the stuff he does parody of -- is because he likes that particular artist or band and he's just having fun with it. I find it hard to believe Weird Al wrote this one... I could be wrong, but again it just doesn't seem like Al's "style."
