Pure magic... In my opinion it's about the naivety that children/babies have. I guess I have to describe some details:

BTW, pram is short for perambulator, which in the UK is an American stroller.
My opinion is that this song is the concept that an infant's mind would be like an adult's acid trip. Nothing to relate to, everything's new, anything interpreted is only based on the short, short past that you've had. So surreal. Please don't stare...

Cellophane is used in terms while one is in a dream state, as in when one is 'asleep'---it is also a term when one is under hypnosis or under 'layers' of hypnosis...aka 'mind control'. Pram....well it's not about God but it is about the opposite of God lips are sealed....when one is under attack in spiritual darkness and the mind is under the belief that they will be reprimanded if they should speak up and tell someone that they are being controlled by someone who has tricked them into darkness through forms of mind control and magic (that is also not of God) the rain...rain is a tool used by the controller to let the one they are trying to control think that they are in a period of 'punishment' clocks go round...a sense of never ending madness that one feels when those who try to control another in such a way inside your dreams...that's what these individuals want one to think they can do..to make you think they can actually get in your head, even when you are sleeping. It's a monsterous game people play on the unwary and it's real..it happens. There's a song out who's lyrics go something along the line of 'watch out little ears what you hear, watch out little eyes what you see..etc.' It's a very wise song
Steven Wilson is too complex when it comes to lyrics. He's a mastermind, leaves you to interpret a song in at least 3 different ways

It's like a circle of life of some sort. The main Motive is that of a baby seeing the world from a colorful cellophane that actually suffocates him.
His future has been set, even though he's just a baby, but he doesn't want to follow that path. Like, "No, I won't."
Something Wilson said about writing songs about rebellious babies.
There might also be a very, very subtle play on words, with the "Pale DOGS and Demi-GODS" line. But then again, maybe I've read too much Shakespeare. Anyway, I've never really seen any meaning of any kind whatsoever in this song, and I still don't. Just something to listen to while on an acid trip.
And where the hell is the "My lips are sealed" line? Unless the version I have had that line cut out for no particular reason, then I can't hear it anywhere. Not even a whisper of it.
