On the seven seas there was a phantom ship acoming

Tunes that sounded like the Rolling Stones and Leonard Cohen
But the didn't know the words
So I assumed that they was foreign

In keeping with the album's theme of dreams, this seems to me to be a man (probably a songwriter struggling with lyrics) describing to his psychiatrist his nonsensical dreams of ghosts who don't know the words to songs and poems. If only he could teach them ...
