I think he's literally singing about the tornado tragedy that happened in Laredo, Texas
Excellent guitar intro! I just had to get that thought out.
Besides that, lyrically, it's very depressing but straight to the point. I think he's singing as if he was a Native American who is witnessing the destruction of his community. "Summer days" is the metaphor for his past, the good past. Rain symbolizes the negative present where there are buildings and technological advances.
I believe "Laredo Tornado" describes how quickly everything has changed, like a tornado usually does - destroying what's in its path. Unfortunately for the singer, it's his home. "Adios amigos" describes how he is now left alone with no friends (or maybe ELO wants a clever rhyme).
