I always thought it was about the 'promise' of capitalism as a carrot on a stick, or the change in the national barometer after the Whitlam sacking in 1975, and the swing to the right with Malcolm Fraser. Damn good song, whatever they had in mind.

This energetic and fantastic sounding song was before their "social conscience music" when they were "just" a pub rock band. Does it have any extra meaning beyond the literal?

I agree, no obvious profound meaning beyond the literal - ask your local member to raise the question in Parliament !!
This song was written in the late 70s, so it was probably written before the climate change debate even began. I think that it just about the start of the winter. The water gets very cold in Australia in winter and they are just saying its best stay inside until summer when the weathers warmer. If there is a more profound meaning to this song it is lost on me!
@oilsfan I have my own reservations that this song is about climate change, however, the 70s was also the period of scientific concerns that increasing use of aerosols could result in global cooling so ... It could still make sense in that way.
