It talks about people who cannot make public diplays of affection for fearing to be rejected by the other ones and how this affects their existence, since they have to control their own feelings when they are in public. On the 1st part of this lyrics, he/she is too scared for trying a relationship, but on the 2nd one, he/she gets more courage for facing this situation and he/she seems to have got an affair, though he/she is still too insecure for dealing with it. And now his/her lover is trying to help him/her for winning your fear related to PDA ("You're not sure over-protection leaves me with nothing to do"), and he/she is feeling so relieved that he/she doesn't want to think about anything else except for learning to make PDA without caring about the other people...
