This is apparently from Mike Watts point of view. He had felt himself not significant enough to write anything with meaning or substance. a sort of self concious "who am I?..." situation. Then, a realization hit him. "Well," he thought, "Bob Dylan wrote propoganda songs. And look how much people love him for it" He then proceeded to write about the experiance. and hooray for that.
In "We Jam Econo" Mike Watt said that he was thinking about songwriting, and unsure about writing songs with heavy policital lyrics and intense ramifications that weren't very "musical". He loved Bob Dylan's lyrics (the only lyrics he paid real attention to as a kid), so he figured that he'd be alright because Bob Dylan wrote propaganda songs. Hence the title of the song. Great movie btw.
