Pete Townshend decided that Tommy needed to be taken advantage of. Pete was unable to write a song about Tommy being bullied due to his personal experiences (he was bullied because of his nose). Pete told John Entwistle to write the song. John created Cousin Kevin and based the character on a bully he knew and fought (John won the fight:).

Kevin is probably Ernie's son. Ernie may have molested Kevin and that may have lead him to a disturbed, violent life. Christmas also probably sets the scene for this song.

Thoughts on bullying. Intimidation can affect you at any age. It can come from a fellow classmate, a coach, even a teacher, or a member of your family. There is really no age when bullying and intimidation stop. Of course as they age and the hairline recedes, the bully's methods change a bit but they are still not hard to recognize.

Bullying is comprised of repeated acts over time that involves an imbalance of power with the more powerful individual or group abusing the less powerful. Wow this stuff happens with groups too ?! The power imbalance may be social power. Probably not physical power you can go to jail for that. Maybe something more subtle? Intentionally inflicting discomfort upon another person. That would be cowardly but that is the point. Seldom is this kind of thing out in the open that would leave the bully not many avenues to pursue the behavior. Other methods are saying certain words that trigger a reaction from a past event, mocking and false rumours. It can involve humiliation, sabotage and harrassment. Hard to imagine adults would behave this way but yet it goes on.

Some bullies actually grow up and evolve over time into wonderful human beings. Probably the exception and not the rule. Unfortunately adults who bully have a strong innate need to dominate and by demeaning others they feel empowererd! In other words this is how they get their kicks.
