Its about self medicating by abusing prescription drugs and addiction. Particularly the lyric I quoted above, along with:
"Gives me the shots, gives me th pills Got me takin this junk, against my wills "
About addiction obviously. "Rock and roll nurse" comes from the general assosication of rock and roll being connected with drugs, hes being medicated by the "rock and roll nurse" - abusing drugs - not an actual nurse.
Thats my thoughts anyway.
