To add to the above comment, I think this song is Bernard trying to write like Morrissey, and making fun of him a little bit. I feel like it's part of the relationship between Morrissey/The Smiths and New Order, both Manchester bands. Morrissey had slagged off New Order's lyrics as being meaningless at one point.

I've always thought that this song was about wanting to be like all the famous lyricists/singers that come across as 'tortured artists.' For example, "I've been walking in the rain just to get wet on purpose" - they feel like they have to be miserable in order to create.
