She wrote this song about and for the troops in the Operation Desert Storm Iraq war..she sent it to them as well as put it on her Best of :Timespace 1991 album..

That's right. In fact, if you look at the sleeve of her single "Sometimes It's A Bitch", from the same album ("Desert Angel" was the B-side), it's a picture of Stevie superimposed on an American flag that a soldier sent her from the theatre of operations. Stevie has been passionately supportive of U.S. troops for many years now; she's made repeated visits to Walter Reed Army Hospital in Washington in the last couple of years to see soldiers wounded in the current Iraq war. Her official website contains lengthy excerpts from her journal describing these visits.

By the way, Stevie says in her liner notes for the song that "Operation Desert Angel" was a project gotten up by relatives of service members from Arizona during Desert Shield/Desert Storm. I have to go back and check these notes but apparently it involved angel figures with the names of the service members on them.
