I think this is about two people who had been old friends way back when. One friend turned 'good'- in a sense that he became an officer, the other friend turned 'bad'- perhaps a killer, due to the lines..
"I wonder what would have happened If you were the killer"
though it may just be metaphorical. Therefore, I think it's the 'killer' questioning his old friend- Patty Garrett- on his decisions.. like, turning the 'killer' in.

This song is taken from the OS of the film "Young guns 2" and it tells the story of the friendship between Billy the Kid (the bad) and Patty Garrett, who was once Billy the Kid's best friend and as him was a bandit. Then Patty Garrett became the sheriff and its aim was put in jail Billy the Kid. The song is about change of feelings between them. Very nice song about friendship.
I don't really see it as a nice song, cuz Pat betrayed Billy... If you watch YG2, in one scene Pat decides not to follow Billy and the others, and says that even though he won't follow them, he'll always be one of the them.. After that he gets payed to kill Billy and becomes a sheriff..
but a really good song... one of the best on B.O.G..
