This song is a lyrical interpretation of one's journey into death and the beyond. It was inspired by the death of Amy Ray's cat.
I'd agree this song is about the period after death.
I'd go farther, knowing there is a Christian basis to some of the Indigo Girls' music, and say it is specifically about the period after the death of Christ on the cross as he is resurrected.
The song attempts to imagine the mysterious process by which Christ makes his way through the night and is "allowed to glide through the sun" to heaven, thereby redeeming humanity.
I don't think there is another way to interpret the climax line: "Now we are all chosen ones."
A remarkably ambitious song. Kudos to the Girls
One of the greatest songs period, seriously.
The second verse I don't get...but here's what I've got up till that point.

At the beginning of the song, they can just be taken of words of consolation. Maybe encouragement. Or maybe she just threw it in there, I dunno.
"In the ink of an eye I saw you bleed Through the thunder I Could hear you scream"
Not too hard to figure out. Though most people can't see or can't understand this person's pain, she can totally get it. Even through intentional or unintentional cloudiness or otherwise difficulty to notice. (thunder, even in the ink of an eye..)
"Solid to the air I breathe"
Probably just extra emphasis on her ability to recognize. The air she's breathing is probably just a creative way to say her perspective, but I'm not sure.
"Open eyed and fast asleep"
Daydreaming, fantasizing. Probably in a melancholy, morose way.
"Falling softly as the rain"
Handling their problems very discreetly, but "falling" implying descention/negativity/decline.
"No footsteps ringing in your ears"
Oblivious to her 'presence', if you will.
"Ragged down, worn to the skin"
Neglected, torn, weathered, terrible condition.
"Warrior raging - have no fear!"
