I think he is comparing a woman to the sun, how he still loves her although she can burn him or be uncaring sometimes.

I love this song... I always imagine being above the Baja Desert (border town, I guess, a place where you can see the border between Mexico and the USA and the ocean if you're up high enough, I would imagine) in a hot air balloon and just floating peacefully, enjoying the sun and being perfectly relaxed... such a relaxing song: "It's time to make a trek/On forgiving seas" lovely
