I think it is about a woman who is quite hard to conquer. This man wants her to fall in love with him but he cant! So she his a hard luck woman

Second off according to reliable sources the band "KISS" wrote this song as a tribute to the song "Brandy" by Looking glass"

I think/am pretty sure, that this song is about a girl who thinks she can always do better. The line "Too proud to be a queen" just shows that she won't settle for someone who treats her like a queen because she thinks she is better than that... Gene Simmons, is obviously a guy who is with her and is leaving her because he knows that she thinks she can do better even though he is a great guy and right there... The verse "You ain't a hard luck woman, you'll be a hard luck women, baby till you find your man" just shows that she wouldn't have trouble finding the right man if she didn't hold herself so far above others... I think his implication here is that she won't find her man because she is picking at the flaws of everyone and expects perfection in a man...which isn't coming... Come to think of it this songs reminds me of someone I knew....grr....

This song was written by Paul Stanley for Rod Stewart, but RS had no intentions of recording it.
Personally, it;s Rock and Roll, theres no deep meanings here, Kiss are amazing and their songs are just good lyrics to good music...

Like Unbelievable said, it was written by Paul Stanley for Rod Stewart. Paul got Peter Criss to sing it though to keep that rough kinda Rod Stewart-ish voice to it.
I would have loved to hear Rod Stewart sing this song. Although Criss does a pretty good job, and I really don't like most of the songs he sings.

I dated a woman who was never lifted up, never loved for who she was. She could never understand she was worth loving. The lyrics declare her "hard luck woman", that is who she is in her own mind. The lyrics say "you're not a hard luck woman". She can't be a queen because she has no self worth. Her nickname "Rags" is acceptable to her for the same reasons. She views herself as a rag, not worthy of love. A child of the water could also be an astrological reference, withholding emotions. She needs to "find her man", the one she feels worthy of, not the one worthy of her and then she will know love. In the song he leaves her because he could not break through to her so she could never love him, hence his leaving but not wanting to.
The song sounds to me like a man who doesn't love the woman in the way she wants; i.e., he's "just not that into her".
He's telling her she SHOULDN'T just SETTLE for someone who isn't in lover with her. That's why she is the one crying, not him.
The name "Rags" is a way of saying she's from humble beginnings (a sailor's only daughter, a child of the water) but who aspires to be more than that (too proud to be a queen). She doesn't want to be put on a pedestal in that way, but the man speaking to her can't give her real love, only the feeling of love.

This song was written by Stanley...who had Rod Stewart in mind for it. They decided to keep it for themselves after Beth was such a hit. Stanley’s inspiration was the song Brandy. So he’s just picking up on that song about a sailor who leaves the woman for the sea. The man has to “keep moving on” and she’s a sailors only daughter. He loves her and he respects her...but he can’t stay tied down.
