This song is about being gay. 'Flaming' of course would be considered very, very gay.

"Whoo yeah!" The sounds of someone having gay sex.

"My parents think I'm crazy and they hate the things I do" Homosexuality was once considered a mental disorder and many parents have disapproved of the gayness of their children.

"Flaming youth will set the world on fire" Gay guys looking for other gays at gay bars, gay pride parades, porn shop video booths, bathrooms with glory holes drilled between the stalls, etc.

"Our flag is flying higher and higher" The lyrics are actually 'a fag is flying higher' which is a reference to gay guys' fondness for poppers but the flag interpretation could refer to a rainbow flag.

"My uniform is leather and my power is my age" The former is a reference to leathermen (you know, like the guy from the Village People) while the latter is a reference to twinks (like Justin Bieber).

"I'm getting it together to break out of my cage" Coming out of the closet.

This song seems to be written mainly from Paul Stanley's perspective as he is considered the most flaming of the Kiss members.
