He can't make up his mind if he wants to go or not. He's vacillating and will not or can not make up his mind. Many times a man and woman enter into a relationship and one is a hell of a lot more in love than the other. Unfortunate,yes,but it happens all the time. Somebody is going to get hurt and it will last maybe forever. Machismo takes over sometimes and a man feels like I'm not going to let anybody nail me down. Years later he might look back and say," she was the one", but by then it is usually way too late. Petty meant for a lot of his songs to be heart breakers,no pun intended, and I'd have to say he did a pretty good job.
There are a couple of lines in this song that really stand out to me: "There's no one as honest as those in pain" and " hope is getting hard to find". To be in emotional pain, often brings out raw feelings and can bring us to this place of truth and honesty. It's one of my favorite Petty lines. The second line about hope being hard to find and I think maybe there was a sense of loss about this relationship
