As the desert philosopher Pappagallo from Mad Max 2 put it, "Well, what does all that mean?" Because it ain't at all clear to me.
My current leading theory is that "she" is in a relationship with "him", but the relationship is dysfunctional and beginning to disintegrate, as the singer / Tanya is observing it. He has been distancing himself from her, and starting to pursue the singer. However, the singer at least knows her, and may be something of a peripheral friend, and most importantly the relationship has not officially ended. For these reasons the singer rebuffed his advance. He tells the singer that it's not too soon for him to move on / have the fling with the singer. However, the singer, despite having herself been in a similar circumstance in the past, finds the prospect of a fling with him unsavory and disturbing.
Well that's the theory. I could be very wrong.

I think there's three people: She/I, Her, and Him. He is dumping/dumped Her and is making moves on She/I. She/I is attracted but reluctant to fall for Him because She/I knows Her, (and empathizes with and has been "Her" in similar situations) She/I is on the fence about it being too soon or not to soon to make the jump because she knows that if she does fall for Him, it won't last, he'll walk away and She/I will become the new Her.
I think the relationship is miserable. He says that if she doesn't fall for him he will go to "her" . In the end he's been cheating all along with "her" because the lady finds him intolerable.
He obviously wants her, and she just as obviously is fending off his advances. But I'm getting a different meaning than that of most.
So does this make sense?...
"Her" is not a person, but a state of being. She's saying "I understand your frustration. I've been there myself.
Although she doesn't want to go further in her relationship with "He", she recognises and sympathises with him, and explains that She's "Done her time, been in his place" and has found in herself the same bitterness, loneliness, and thwarted longing.
