Since this album came out shortly after the end of the First Gulf War, it's obviously talking about the war. It's odd though because the verses seem to take a position of supporting the war while the chorus seems to oppose it ("obtain the fuel - the master plan" sounds like it's saying we invaded Iraq to claim the oil). Hard to tell if Exodus is taking a position on the war or just putting out both sides and letting the listener decide.
