The Shepherd of Fire is Satan, and he's talking to a person of the Christian faith who has doubts about the servitude they live in the name of God. Satan comes to him to offer a special deal, because unlike the others he has dealed with this person reminds him of himself. He wants to give this person power, an army, and money to rebel and act upon their own will, to be this person's burdens, and when they die they will have a place next to him as an equal in Hell, a paradise for this person and them alone. Satan leaves with the message that he is not so hateful as people think, he only gives people simple and easy choices to make, and that this deal is always on the table for this person no matter what. |
