Here's how I see it, this song uses the perspective of Satan to make a critique on religion. The song starts off with naming events that The Devil was supposedly present at, such as the fall of The Tribe of Judah, and the death of Jesus. The line that brings this whole song together would be "Blow your trumpets Gabriel!" The angel Gabriel is commonly depicted holding a trumpet. It is said that when his trumpet is sounded, God shall make his return to Earth. What this song is trying to ask is that if Satan was at all these biblical events in history, where is God? Where is God to stop these atrocities from happening? Why won't Gabriel sound his trumpet, so that God may come back to Earth to eradicate the evil that is present here? Conclusion, he never will, because God doesn't exist. The song, and video uses satanic imagery to say that there is no god, nor is there a devil.

I don't see the "Sirens" in this song as police sirens, I take it to mean Sirens as in Greek mythology. The "Sirens", to me, are a metaphor for the temptation calling out to Vedder from other women in his life. He's afraid that one day he'll slip, "Hear the sirens covering distance in the night. The sound echoing closer, will they come for me next time?" Because of his potential slip, he's afraid he'll "send her in the arms of another man," but realizes that his love for her is so strong that their relationship will never end, every single time he looks upon her. "I study your face, the fear goes away, the fear goes away, the fear goes away, the fear goes away." It's quite a beautiful love song.
