I always thought the lyric was,
"When you're old enough to repaint,
But young enough to sell"

If you accept that, the line makes metaphorical sense referring to a [life,issue, belief, etc] as something you could completely redo, which might take a lifetime to workout so better done when young,
or,
you could just gloss it over, put a layer of paint on the difficulty and move on, something you might choose when you're older and disinterested in challenges.

"There in fours" - formal jackets to military uniforms have four buttons, and are worn with a tie tied in a four-in-hand knot.

The bagman is the narrator, who was used to free the spy (his gambit). The spy later acknowledged the favor with a (semi-) anonymous wave in public. The narrator was left holding the bag, so to speak.
