I believe Mercury wrote this about the manager that Queen had at the time. The same guy he wrote "Flick Of The Wrist" and "Death On Two Legs" about. The First verse falls in to that meaning strongly, very strongly, if you understand Mercury, If it was about love it would have been a love song. Mercury was a artist of the highest degree. He hated the greed and the bad side of things that people some times have in the music business. Queen had a contract with a greedy Manager, and at that point it was left in the Lap of the gods, due to a contract. When you can't do any thing more than you can do, It's In The Lap Of The Gods.

I'M not sure I understand the 2nd verse, but I have a good idea.
