The Landlord is, quite simply, the Body, the limiting housing for the mind and soul, with all its material needs and demands. He reconises his likitations and responsibilities, but still wants inner inssptiation. This is why he pleads that the body and soul repsect each other's existence and needs.

If we try to interpret Dylan songs verse by verse accurately, then you will quickly get lost - for the simple reason that he was smoking weed furiously while writing these songs, in all probability! However, the verses make enough sense to string together a general meaning of the song.
Eden is the place where there are no sins, a place of happiness, innocence, where all questions are answered. It is an enlightened state of consiousness, a state of nirvana, which can exist at any time in history. The song outlines many failed attempts to find it and the disasters that exist without it. The Reality exists, and mankind has to recover the memory and truth of it.

To me, the "gypsy queen" and her "phantom" are those who live as they wish to, while the "grey flannel dwarfs" are the mainstream society who want to crush their freedom, asking the law to punish their "breadcrumb sins". Everyone can see all the petty things that people can be imprisoned for in the USA.

The best piece I've read on this is by robert b. gremore, called "Language and Structure in Bob Dylan's Baby Blue".
I me, what he is trying to say is too subtle and comprehensive to fit into the song, and some of the references are too esoteric to be grasped. It seems personal. socialogical, and political all at once - which makes it almost impossible to fully interpret.
My simplistic interpretation of the "reindeer armies" is that they are associated with Xmas, and that he's saying for everyone concerned, be they folkies, protestors, or the older generation, the Xmases are over!
