I believe this song is about, among other things, the political intervention of First World countries (like England) in Third World countries, including the cultural and economic colonization.\nThe song doesn\'t seem to have a single narrator, but at least some of the lyrics seem to me to be from the viewpoint of the resistance to a dictatorial regime.\nI believe this is why this was one of the songs chosen to be performed at the global broadcast of the Live 8 event, in 2005.

At VH1 Storytellers, Michael said it was about a character going through a 12-step program, like the AA, which includes, at some point, saying sorry to everyone the person has hurt in the past. But the truth is that the character is a worse person now than he was in his addiction.

There's a connection between this song and "Star me Kitten" from Automatic For The People.
On both songs, there is Star in the title, and they mention two other people who "have the keys"/"have the number".
The same characters are mentioned in both songs, which is something Michael Stipe does sometimes.

I believe it is about suicide, or at least about death. Or it may be just a breakup. The feeling that the thing is already finished, but the narrator is the only one who knows it. The Jesus Fever is the yearning of the ones left behind that he will come back.
