I agree with carroll76. It's about addiction, or at least my experiences of loved ones' addictions. I disagree on a few points...

My glance is always darting, when I stroll the avenue
Avoiding all the obstacles that terrorize my view
If you are here with me, I trust you to lead the way
When you're not I follow you, and always go astray

---- An addict needing a fix. Obstacles could be loved ones, a nagging sense of wanting to recover, the law, finances...anything that might prevent the addict from obtaining what he wants. "You" is the drug/addiction. The user either has some on hand and trusts it's what he needs, but when the user doesn't have it, he seeks it out, despite any good intentions.

You're silent in the morning, suspended in the trees
Lunch time comes you've found your voice, it brings me to my knees
The volume just increases, the resounding echoes grow
Till once again I bask in morning stillness, I love so

---- The user wakes each morning without the overwhelming cravings. It's suspended in the trees (like a kite?) -- it's far away, unreachable, it doesn't seem like it can affect you. It almost feels normal for a little bit and a sense of being able to overcome brings peace and stillness. As the day goes along, the cravings return and intensify, and the addict gives in. The next morning starts the same cycle.

The target that I shoot for seems to move with every breath
I tighten all my arteries and make one last request
Divine creation hears me, and he squashes me with fear
I think that this exact thing happened to me just last year

---- The user wants to stop using, but recovery is elusive. Tightening arteries doesn't necessarily mean heroin, but possibly any strong emotional event that leads to high blood pressure. The user makes a plea to his higher power, and is answered that he most confront his addiction -- which is incredible fearful for the addict. To top it off, he's had this realization before.

I will not dismiss you, shelter you, speak with you
Smile at you, trust in me, laugh and brush you off, and I'd agree

--- When the user realizes he must confront his addiction, he also realizes he will not:
-------- Deny his addiction
-------- Continue giving it safe harbor
-------- Give it any power by speaking to it -- justifying actions
-------- Derive happiness from it
-------- Trust himself during early recovery
-------- Pretend it's not a big deal

Still, the theory about the dog is pretty convincing and fits as well.

My apologies if this has been said before - I haven't the patience (ha!) to read through two hundred some odd comments on this song...

But it's about loss. It doesn't matter what kind of loss. I don't even really like GNR, but this song has me on my knees each time I hear it, because it is filled to the brim with loss.
