It sounds like this is what the song is about:

The writer had an intense relationship with a mate who reciprocated for a little while, and then got scared and ended the relationship because the person's heart is "frozen," that is, his mate was scared of intimacy, despite wanting it and enjoying the closeness of being in love.

I don't think his mate ever found anyone to have a serious relationship with after that.

I can offer some facts:

One of the departed Kate refers to in her song is Alan Murphy, the late guitarist for the band Level 42. He passed in 1989 from pneumonia secondary to AIDS, but not before he worked with Kate on three of her albums.

These are her lyrics that refer to Alan Murphy from Level 42:

"He meets us at the lift
Like Douglas Fairbanks
Waving his walking stick
But he isn't well at all"

and...

"'S Murph, playing his guitar refrain,"

I believe if you do a search for images of a young Douglas Fairbanks and compare them to images of Alan Murphy you'll see an amazing resemblance.

Kate Bush – Running Up That Hill Lyrics 16 years ago
I think this song is about someone with a lover who has either a terminal illness or some other incurable condition.

One is trying to reassure the other:

It doesn't hurt me.
Do you want to feel how it feels?
Do you want to know that it doesn't hurt me?

The other is powerless to change the situation and wishes he or she could trade places and take the person's burden away.

Funny thing is, I never understood this song for years, not until I heard Placebo's cover of it.
