it sounds like beth is singing about waking up and realizing that she has always done--and this same something is something that her society practices--is wrong.
it seems to her like she is the only person that realizes it. (can't anybody see)
for example: this is how a nazi would feel upon realizing that the nazis are committing a horrible evil. this is how a white southerner in the mid 1900's would feel upon realizing that that racial injustice is wrong.
etc. etc.
she's trying to wake society up to fight this wrong (we've got a war to fight)
but at the same time it feels strange to her that something she has always practiced and never questioned--is now wrong in her own eyes. (from this moment, how can it feel this wrong)

here's my interpretation:

in the first two stanzas, she is giving an overview of her relationship with her dad.
in the third stanza, she goes all the way back in time and tells the story again, this time in more detail.

she had loved her dad, but then he hurt her and she took that love and ran (up the mountain). But when she turned around, she saw herself in her dad (however reflected in her past with him, when he hurt her.... while he was on cocaine. hence the snowcovered hills). seeing herself, she felt herself swept away and powerless in the face of her ties to her dad (she is part of him, he is part of her because of their shared past even though he hurt her)..
she is swept back the point of loving her dad. But it takes courage for her to do this, as it once took courage for her to take her love and separate herself from her dad.
but time changes a person, and children get older.. when she separated herself from her dad once, this was part of a growing process for her, and she had to find the courage to do it.
now, (since time changes a person) she has changed once again. This time she is trying to find the courage, not to rid her life of her dad... but the courage to let him back in her life.

but.... she also wants to need him... i. e. be vulnerable for him. So that's why she said "I just wanna be a woman." But .. what i'm saying is, she doesn't want to be bound up in that role.

She is tired of the drama and games that come with relationships that haven't reached the level of mutual respect, caring, and surrender.
She has played with her share of men, and she is tired of playing. She wants to be real. She wants a real, authentic relationship of genuine care and surrender. She is asking the man she is currently with to surrender to her also... not have a one-sided, power-imbalanced relationship (like most tradition male-female relationships). She is asking him to be vulnerable for her... i.e., grant her the power to see him vulnerable.
