I think this song is meant to represent two different people, similar in that their both about to start a war, but, as indicated by the strong voice in the first and Les Claypool sounding snivelly in the second, the first was a general in the old days (WWI, WWII) and the secondwas someone like Bush, maybe Kennedy. I think then that the barber has witnessed both these mens plans, and the second decideds to kill him out of paranoia. Maybe the second is Hoover......

Dr. John C. Lilly is a famous research scientist who just died recently, best known for working with dolphins, created an 'isolation tank'. his work was based on a quest for the nature of reality. He experimented with LSD, Ketamine, and flotation tanks to discover his true self. With this in mind, I think this song is just a tribute to his psychadelic work. One of my fave oysterhead songs
