The song is about the cold war...
The cold war was a silent war which was a power struggle for US and Russia. Super-Power vs Super-Power
we both had nukes and were probably the 2 most powerful nations in the world... we were always trying to get ahead of the Russia's from when they launched the first satellite and we "got the 1st man on the moon"

this song is all about what probably would happen if either country launched a nuclear attack
"Back at base, bugs in the software
Flash the message, 'Something's out there'"
this is saying if our computers got the wrong message from our radars about missiles coming

then the next section of the song is about what we would do... panic if we thiught they would sending missiles at us and shoot back..
