to me this seems to say that at the time billy is worried, or confused, or sad about a certain thing, or many at once. and he basically wishes that he didnt feel at all so he wouldn't have anything to worry about.
and interpretation is that he wishes that he could erase an experience(s) and go back to where he was, or start off from scratch. |

the songs seems to be about losing something or someone(most likely a girl thus the "..for the girl i've loved all along"). he recognizes that everything eventually falls apart and everyone goes through it. and he basically wishes it was different for him, that he wouldn't have to go through all the bad experiences. |
