Insightful interpretation.

Now, "We'll scorch the earth, set fire to the sky
We stoop so low to reach so high " - could be an allusion to the environmental destruction wrought by mining in the reach for profits.

A tiny refinement of the great insights here: My understanding is that heroin is tied up in balloons (hey, I watch a lot of CSI). The balloon-container is not literally black, but unlike happy birthday balloons, it carries destruction so it is metaphorically black. This is a haunting addition to the great songs that refer obliquely and sorrowfully to heroin abuse: Needle and the Damage Done, NIN's Pain, U2's Running to Stand still.

I think the particular sentiment is intense regret for not expressing love and braving the stairs to really talk to the lover about the relationship, and now that she's gone there's nothing but the stairs.

I've never heard this song. I was interested in the Caldecott Tunnel because I drove thru it today. It was built decades ago and it's extremely claustrophobic. Evidently much safer now, it was the site of a catastrophic fire in 1982 after which it was closed for months. That incident seems unrelated to the song, but I thought I'd throw it out for consideration.
