I think that what stonerpmp said was right. I think in this song Randy basically sums up what he thinks the government is at war for. | First of all I'd like to say that i've been a loyal metallica fan for a long time and stuck with them since. Ever since the napster thing they get a lot of shit and so do their fans and i feel like this is a kick in the nuts to all loyal metallica fans b/c this song is shit. Hey it was cool when aerosmith and run dmc collaborated and same w/ anthrax and public enemy, but at the time they did it, it was different than everything else out there. Now you can't even turn on the radio and not hear rap rock shit. Metallica is so much better than this and i feel they've stooped to a new level with this song and i think if Cliff heard this he'd be rolling over in his grave.
