Ok, I think I got a handle on this one. Basically, it's about the bootleggers during the 1920's era of prohibtion America. The chorus references the dry (liquor-free) towns where bootleggers would smuggle in moonshine and the like. Also, speak easies are mentioned in one of the later verses. Speak easies were the underground bars and pubs that would serve alcohol after the bootleggers smuggled it in. I think this song just talks about the risks involved as the bootleggers do eventually get caught ("so you take me away, so you take me away.")
