I don’t think it’s much of a stretch to imagine this song could be Neil Young’s description of ptsd before there was an official label for it. I imagine the protagonist is a kid, fresh home from the Vietnam conflict but not really psychologically in a safe place yet. So when he sees an unfamiliar boat coming up the river near his home he’s back in a defensive state and reacts as if he’s still at war, shooting at the boat. The last verse could relate to the possibility of reprisal, spending the next decades of his life incarcerated, his youth wasted.
