I never got the impression this song is about drugs. The music video is one continuous (and literal) Rorschach test.
Cee Lo is reflecting about the times he snapped at his ex or current partner. He's fully aware of his partner's crazy as someone who's crazy himself. His reactions may seem out of touch or crazy (especially to onlookers) but is justified because he knows just how truly crazy she is and needs to be put in her place. Either he's talking about a partner being carefreely crazy with Cee Lo or a new partner and the need for her to reconsider her crazy actions that she thinks may be endearing or justified but isn't and will likely bite her in the ass. She thinks her crazy is serving her well and is a good means of getting what she wants when the reality is her crazy pushes people away, thus the suggestion to "think twice". His laughing and glib "bless your soul" is Cee Lo expressing how he doesn't take her seriously and feels bad for her. He's basically saying "takes one to know one" and she needs to proceed with her crazy with caution because he himself knows the consequences of how such crazy can lead on astray.

Cee Lo feels a sense of liberation and vindication, but also some caution about his heroes being as crazy as he is. He felt inspired by how his heroes keeps it real and allows the chips fall where they may instead of trying to wear a mask to fit in, which can be stifling and lead to worse outcomes that being your true "flawed" self.

He acts like he's hinting at possibly being a lil bit crazy while knowing full well he's full on crazy and accepting of it.
