I think the song is about addiction (more specifically self harm "yeah, you were scarred").
"And you were cryin' loud, right out in the schoolyard. And, yeah, I felt good, everything I knew was looking just as it should"
The boy is upset, and the devil on his shoulder is happy because everything it knows is looking in order (the boy is crying and upset and will likely turn to it).

The lyrics are mostly things that it whispers to you, some that make you feel better "please don't cry" but it's still a toxic relationship because it doesn't actually care. It's there for you and as long as you're using it, it's happy, and it's going to try and convince you that everything is ok, so stop crying... Because nothing's wrong. When you have no one else (their brother isn't going to comfort them, neither is their mother "I am not your brother, I am not your mother") you do let yourself feel comforted by that because why not, nobody cares. That's why you keep going back, the addictive pull that it will make you feel okay and that it's there for you. "She won't ever discover the things you keep under the covers" it bribes you with secrecy and a false sense of intimacy, trust. It might be bad for you but it won't tell anyone what you've been doing yet it knows it's to blame and you won't tell so it's safe.

The boy is trapped in a situation and worse mental state and it's gnawing at him.
