The believers (in the new religion 'technology') and those that are constantly seeking for evidence to justify what they believe in. For the second group 'the more you search, the bigger the doubt'. It's there and it has always been there. For example 'see the sun arise'. That's the miracle. Make small steps in life (stone to stone), then when you feel on firm ground, take the next step. Build it high! It's about personal growth.

It seems there is no concensus. Some parts of the lyric are figurative. It's a song about a group believers that scorn the new belief in "science and technology". But obvious a group believers that are filled with doubt about their own ´amonia avenue´. Constant searching for proof of what they belief in, what results in more doubt.

The key line is "try to move from stone to stone" (figurative). Which means you have to move from stone to stone, from one step to the next, where each step is something where you are sure of yourself and feel on firm ground.

In other words. It's about personal growth; "build it high". The proof is under your nose and it's been there for always. You did't see it.
A sunrise or something beautiful catching your eyes (gaze) as a example.
