First off, those printed lyrics are incorrect.
That should be. 'the one's they fix'
The Song is about generational differences, but begins with the fact that it originates with the Vietnam War.
The dreams by the father are actually nightmares left by the violence and conditions of the war. The dreams of the children are the nightmares they have in growing up.
The 'fix' is the way the children and parents adjust their view on the dreams to make them more acceptable to their point of view.
Understanding that one generation can't fully understand the trials of the other, and accepting that is the point.

Let me add that when this song was made, WWII and the Korean war were the in the memories of the father and mother. Vietnam, 'the policing action' along with the young men sent into action and their loved ones and friends, were the new events and memories. Despite they and many loved ones protests they were most often forced into a fight and war that was essentially political.
