My personal interpretation is that this is a song about about a sentimental breakup, that is being dumped.
I think the lyrics are written and sung by the perspective of the guy dumped by his now-ex girlfriend, and expressing his sarcastic bitterness about her decision.

Perhaps when they were still together she used to say that she disliked when he was moving slow.

Here he recaps her confusion about her feelings for him

Here he's sarcastic about her being "so confident" on her decisions.

This is the main part that makes me think this song is about a breakup: I think the singer is envisioning a situation where she is washing her hands in a dirty public bathroom and all of a sudden she regrets the decision of the breakup.
Him seaking up from behind is the imagination of the ex girlfriend understanding that the story is really over.
