It is obvious to think that this song is just about a person who does not believe in God. I think it's more subtle. There are, I think, more layers.

Believing or not believing in a God is a universal phenomenon that is referenced and exploited as a basic principle in the lyrics. But I think there's more to it.

This song can be about a certain conquered adoration in a relationship. Possibly because someone has fallen head over heels in love, adores the other beyond measure, perhaps lost control for a moment, and then realizes she is not dealing with a God. She wants to believe in pure love and in the end he's just that standard smooth rock'n'roll guy with a quiff and sideburns. She no longer believes in this God.

On the other hand, it is also possible that it concerns a very questionable power relationship in which a dominant person who pretends to be a God controls a subjugated person via hierarchy (think of pedophilia or other power relations as in metoo situations). The subject person overcomes the power relationship and insists that she does not believe in God. The God who appears so squeeky clean is in fact much more primal as evidenced by his quiff and sideburns, while the subject person is still squeeky clean.
