In 2007, the 25th anniversary of the war, Knopfler recorded a new version of the song at Abbey Road Studios to raise funds for British veterans who he said "are still suffering from the effects of that conflict". The "mist covered mountains" are the Falklands ones, especially the Battle of Mount Tumbledown. Nothing to do with Scotland.

I think it's about, despite being in a relationship where they are physically close to their partner, the female is miles away from them emotionally, spiritually, romantically.
She's metaphorically "Over the sea and far away" resembling the coldness and hardness of an iceberg. The "sea/water" is the vastness in between them, representing other people (and potential partners), whom she wishes to be and be with that only the end of her relationship can help her become by thawing.
"The fire" in her relationship has "faded away" making her icy. The relationship is complex, full of excuses and difficult to extract herself from though she wishes "it were simple". They're physically and intellectually close enough to both know that they're otherwise on "the other side of the world" to each other.
The relationship is about to crash land, hence "On comes the panic light, Holding on with fingers and feelings alike" in the brace position for the inevitable painful landing. "But the time has come, To move along".
"Can you help me?" by "letting me go?" and "can you still love me" when the relationship is over and "you can't see me anymore?".
